By using CezarVPN ("the Service"), you agree to the following terms. If you do not agree, do not use the Service.
1. Service Description
CezarVPN provides a private IKEv2/IPsec VPN tunnel through a server located in Frankfurt, Germany. The Service includes:
- A web portal and Progressive Web App (PWA) for managing your VPN connection, viewing usage, and receiving notifications.
- A Windows desktop application (CezarVPN app) with one-click connect, auto-reconnect, and tunnel health monitoring.
- Apple configuration profiles for iPhone, iPad, and Mac.
- Native Android app with one-tap connect, Quick Settings tile, and push notifications.
- Manual setup support for Linux.
Each user is assigned a dedicated private subnet. Your devices are network-isolated from other users.
2. Eligibility & Accounts
- Accounts are created by the administrator and are for authorized users only.
- You are responsible for keeping your credentials confidential.
- You must not share your account or VPN credentials with anyone.
- Each account has a device limit. Exceeding it may block new connections.
- Minor users may be subject to additional restrictions (schedules, content filters, quotas) set by the administrator.
3. Acceptable Use
You agree not to use the Service to:
- Engage in any illegal activity under German, Iraqi-Kurdish, or international law.
- Distribute malware, spam, or participate in botnets.
- Attempt to bypass quotas, schedules, or access controls set by the administrator.
- Attack, probe, or exploit any network, system, or service through the VPN.
- Download or distribute copyrighted material without authorization.
- Use excessive bandwidth that degrades the service for other users.
- Attempt to access another user's subnet or devices.
4. Quotas & Fair Use
- Each account has daily and monthly data quotas assigned by the administrator.
- When your quota is exceeded, VPN access may be automatically suspended until the next period.
- The administrator reserves the right to adjust quotas at any time.
- Push notifications are sent when quota thresholds are reached (75%, 90%, 100%).
5. Privacy & Data
- We do not log your browsing activity, DNS queries, or destination IP addresses.
- We collect only: connection timestamps, bandwidth usage per session (for quota enforcement), device identifiers, and VPN IP addresses.
- Your VPN password is stored in plaintext on the server (required by the IKEv2/EAP-MSCHAPv2 protocol). Your portal login password is bcrypt-hashed.
- Push notification tokens (Web Push subscriptions) are stored to deliver alerts. You can disable push notifications at any time in your browser settings.
- We will never sell or share your data with third parties.
- All data is stored on a server in Frankfurt, Germany (AWS Lightsail EU-Central region).
6. Content Filtering & DNS
DNS-based content filtering may be applied to user accounts at the administrator's discretion. DNS queries are resolved by a local Unbound resolver on the VPN server. Filter profiles can block categories of content (e.g., adult, gambling, social media) at the DNS level. Filtered queries are not logged.
7. Desktop Application
- The CezarVPN Windows app connects via the built-in Windows IKEv2 VPN client.
- The app periodically checks tunnel health by sending ICMP pings to the VPN server. If the tunnel is detected as stale, it disconnects and reconnects automatically.
- The app auto-updates by checking the server's version endpoint. You will be notified when a new version is available.
8. Service Availability
- The Service is provided "as is" with no uptime guarantee.
- Maintenance, server upgrades, or network issues may cause temporary downtime.
- The administrator may terminate or suspend any account at any time for policy violations.
9. Limitation of Liability
CezarVPN is a private, non-commercial service. The administrator is not liable for any data loss, privacy breach due to third-party actions, service interruptions, or consequences arising from your use of the VPN.
10. Changes to Terms
These terms may be updated at any time. Continued use of the Service after changes constitutes acceptance. Users will be notified of significant changes via push notification.
